#281 Improve the input language to elfc

Improve the input specification language used with source:trunk/test/libelf/tset/bin/elfc, so that it is more intuitive to use.

For example:

• It would be nice to be able to express relationships between sections declaratively and have the tool compute the ELF object's final layout for us.
• It would be nice to be able to describe DWARF structures in the ELF object.
