Lofi, I I put to your attention this cross university work Stanford-Michigan-Indiana as it covers all intuitions i have about correct technological direction (It takes IMS as Question and Test specifications and MIT OKI as the set of well defined api services for an assessment system)
They have a sound understanding about three tier splitting too. Following you're good tradition of ask for collaboration (that I have adhere fast :-) I have done so with them, i' have mentioned u too. U can see it at Open Discussion Forum of http://sourceforge.net/projects/navigo
I have a ppt presentation of their project that I can email u if u want to.

Incidentally... the ppt you sent me back in june regarding the navigo project couldn't be opened. However, now that they have their site on sourceforge -anyway-. ;) I'll look into dl'ing stuff and really taking a solid look at what they've got. Very fortunately... the "navigo" liscence is fully compatible with the gpl. ;) At this point. . . I'm really ready/really needing to get the ball rolling with the switch over to MVC architecture, etc.... It has basically been set as my top priority at work, for a variety of reasons, so... =)

About Navigo, I've sent u that ppt (ughhhh propietary formats :-( again.
If u want me to advise, i think that it's really better to start reading analysis and architecture docs than code to fully understand what they're trying to do.
But..... they have some architecture docs damaged (at least yesterday). I've notified this to them.
