#1 Scan and Comm ranges miscalculated

Based on the ranges displayed using the O and P keys, ships that
are obviously in range are not being displayed. This may be related
to jammers and/or cloaking devices, but the extent to which things
are being jammed seems extreme. More testing needs to be done.
