[Ejbca-develop] CVS - 2.1 branch

Now with EJBCA 2.1 released, the 2.1-branch will only have selected 
fixes checked in. These check-ins will have to be approved by me.

All other development should happen in HEAD, which will be the upcoming 
3.0 release.
