[Ejbca-develop] SCEP support continued

We're in the process of buying a CISCO PIX purely for EJBCA SCEP 
development, as we want to use EJBCA for managed VPN services.

Once we have it I'll use the PIX as a benchmark to work with the SCEP 
code in EJBCA.  Should I stick with the Branch_2_1 for development for now ?
