[Ejbca-develop] SCEP support

(regarding CVS version of EJBCA)

SCEP support has now been tested succesfully using OpenSCEP 
(http://openscep.othello.ch/). EJBCA succesfully receives a request, 
creates a certificate and sends it back to the client.

Testing with a real SCEP client like Cisco VPN would be great. We don't 
have access to such a device.

Implementation of SCEP error messages is left for the interested reader...

The SCEP support is documented in doc/README under the section 'SCEP'.
