I downloaded 4.0.13 and ant bootstrap works for me. j2ee:deploy task is in bin/jboss.xml. Unless you have configured to use another application server than JBoss this is the file that is used.
In the beginning of your build it prints out your configuration so you can figure out if you have set APPSRV_HOME to the wrong place or something.

I am attempting to deploy EJBCA
EJBCA 4.0.13
jboss-5.1.0.GA
Windows 7
ant 1.8.1
The ant bootstrap script fails with the error j2ee:deploy task doesn't exist.
There is no j2ee:deploy task in the build.xml
Am I missing something simple?

EJBCA 4.0.13 is out. you should try the latest version.
