Sure there is a difference between running your html from hdd and from
webserver.

I think, you hadn't read enought ...

You can connect with unsigned chat (that what you downloaded) only to localhost
(localhost = computer that application was runned on it) so if you run from
your hdd it tries to connect to your computer, and you sure haven't up and running
ircd there, have you?

About <!-- -->: This is html remarks, browser and any application just IGNORE
all data between '<!--' and '-->'. I guess, you haven't knew that, have you?

I guess, you haven't also your own ircd ... If so YOU CAN NOT use EIRC without
to signing it or storing EIRC files on host that have ircd.
