It's in your client (core). It doesn't really mean much though.
You can type
!edonkey enable
into the entry field at the top of the GUI to enable it (leave out the exclamation mark if you type it into the command line client directly).
The servers stuff will work even if it's disabled if I remember correctly.
I wouldn't worry too much about it :-)

I have the same trouble but the commmand !edonkey enable doesn't make any result in WinXP with core edonkeyclc v1.0 end ed2k-gtk-gui v0.6.3 Whay?
