I am going through the tutorials and when I try the quick fix to add the JUnit 3
library to the build path nothing happens. No errors are
solved and JUnit 3 seems to not be added to the package
explorer. Thank you for any help you can provide.

Hmm. I just tried it here with the latest 3.5 (Galileo) build of Eclipse for Java Development. If you highlight the second error (the "TestCase") and then press Ctrl+1, the first option is to add JUnit 3 to the build path. Hope this helps. Mark
