[Eclipseexeditor-devuser] windows path?

I've just downloaded the Filter add on for Eclipse. I'm running 3.6.1

 

When I type in the bare command, it doesn't work, but when I type in the
full path, it works. It's already on the path, since if I open up a command
windows and type in the bare command (and even cmd /c "dothis") it works.

 

What is the path that Windows is using? I can then go ahead and put my
frequently used commands in that directory.
