The update site is really broken. Or more like empty. It has a corrupted site.xml and nothing else.
The site.xml is served just fine for me.
In which way does it appear broken to you?
I'm getting the same results from Eclipse v3.3. It complains that it can't reach eclipse-cs.sourceforge.net and that the site.xml is missing/corrupt.
More specifically:

Visiting http://eclipse-cs.sourceforge.net/site.xml in a browser gives a 404
Ah. Looks like the URL changed. http://eclipse-cs.sourceforge.net/update semi-works, but now I get:

Nope, it has always been http://eclipse-cs.sourceforge.net/update
The update site uses Sourceforge file download URLs, which autoselect the mirror.
Maybe it is giving you a slow one...
