Hi, thanks for reporting. These issue appears to be an aftermath of the recent sourceforge outage. Unfortunately I am not able to solve it myself.
I've filed the issue with sourceforge support, but I have no idea when they will be able to react, since they probably have other priorities right now.

I've uploaded the update site archive to the project website as a temporary measure:
eclipse-cs.sourceforge.net/net.sf.eclipsecs-updatesite_6.8.0.201507251301-bin.zip
Additionally I've also uploaded the whole update site (including binaries) to the project website as well, so update site/eclipse market place functionality is restored for the time being.
It's not exactly permitted as per the sourceforge site rules to serve binaries from the web space, but I guess until the file release/download infrastructure is fixed they won't take an issue.

Lars, thanks for providing the archive. Unfortunately, some use cases do require an online update site and cannot work with a local archive (e.g. Eclipse Setup via Oomph), and remote archives do not seem to work at all.

the P2 update site http://eclipse-cs.sf.net/update no longer works since http://eclipse-cs.sourceforge.net/update/compositeArtifacts.xml points to http://sourceforge.net/projects/eclipse-cs/files/updatesite/6.8.0 and http://sourceforge.net/projects/eclipse-cs/files/updatesite/6.8.0/content.jar redirects to a plain HTML page saying that the file content.jar cannot be found. Could it be that the files did not get restored properly after the storage fault? It works for 6.5.0.

Thanks Lars, lets hope they fix this soon. Is there an alternative way to get 6.8.0?
