#376 Associating non VOB project shows [] decorator

Associating non VOB project doesn't raise any error and shows a '[]' decorator.
It could be nice to disable "Associate with ClearCase" on projects that are not in a view. At least we can open an information dialog "Project is not in a ClearCase View".
