#1 TabbedPanelContainer doesn't work in IE

In the Requel project using the IE browser 6 or 7, after a user logs in the tabbed navigation pane is empty. It may be because AbstractPanel extends ContentPaneEx and the TabbedPanelContainer doesn't display it properly.

Working on converting from the echo2 extras TabPane to the echopointng TabbedPane, which works better in IE 6.

Working on converting from the echo2 extras TabPane to the echopointng TabbedPane, which works in IE 6. Fixed exception closing a panel/removing a tab. need more work on style.
