The CEDET load system already has as many things autoloaded as possible. To make it faster, disable more of the modes so they are not on by default. If you do not call any of the semantic load setup functions, then this would be the case. I suppose semantic could support loading only the `global-' type functions in one file, and autoload the rest later. I haven't looked into that with much detail.
