[Ecb-list] other window advice

Another quick bug report.....

The advice'd version of other-window ignores the minibuffer if it is
active. This is in contrast to the normal behaviour, when it is
possible to "other-window" into the minibuffer. 

So for instance, 

start to open a file, with C-xC-f, move out of the minibuffer with
other-window, and you can't get back, while you can if the ECB advice
is not active.
