Hi Ronald.
Looking at hermes's code it only keeps the first element listed under the ToPartyId and the FromPartyId... which is expected if the ebxml specs did mention that all elements listed in either ToPartyId and FromPartyId must refer to only a single organization. 
This is the first time I have handled EBXML messages and my boss is determined to implement this feature. I was thinking of adding an element within the header that would contain the list of recipients but Im not sure what would be the impact of this as far as EBXML messaging is concerned.
