Why do you need to able to change it? From an interoperability test [1]: The SOAPAction value must be "ebXML" with the quotation marks ebMS version 2 recommends the value of the HTTP header SOAPAction be =93ebXML,=94 but does not explicitly require that value must be surrounde= d by double quotes. If another system says it is ebMS2.0 compliant and they *require another* so= apaction, I'd try to persuade them to change it.
