It seems that I have the answer to my own question. :)

Tomcat 4.1.18 has a xerces and xalan in different versions than
ebxmlms. They are located at <tomcat>/common/endorsed directory.
Maybe the team should consider that for the next release.

Meanwhile, to solve the problem copy the 3 files from the endorsed
directory to <tomcat>/webapps/msh/WEB-INF/lib and restart tomcat
(you might have to remove the msh.war from webapps).

Anything new about this issue??
I also have Tomcat 4.1.18 full and j2sdk-1.4.1_01, but running on Linux.
ebxmlrr has been working smoothly there but I've spend over 2h trying to
find the root cause that "Cannot inherit from final class" and nothing.
