There are two kinds of MessageError messages. First, sent by a MSH to another MSH. For example, digital signagture verification error. Second, sent by Hermes to its client. For example, Ack is not received and failed delivery. You will only find the record in RDBMS for first category only. For the second category, Hermes is just "borrowing" the message format to report some error not in ebMS spec.
