You are right. You can make it up and running just with hermes and
loopback or a monitor application both are part of hermes library. You
can test some features manually this way. So for example you can open
monitor application and create specific message by the UI and attach
some file and send it to the other ebXML installation.

The Webswell Broker is a digger and monitor is rather shovel. Both can
do good job but depends on your task.
