Not sure I understand your question.
As detailed in my initially referenced bug report 
(http://issues.apache.org/jira/browse/AXIS-1469) Axis cannot handle first 
calling saveChanges() and then, after making further changes, calling 
writeTo(); which is exactly what Hermes does.
