Does the MSH monitor support the Ping service as described in Section 8 of 
Message Service Spec. 2.0?  What are the Action(s) supported.  Is there 
any limitations on the MessageHeader Element i.e. Conv. ID, CPA ID, ... 
imposed by the MSH montor?
