If on the other hand you just wanted to check its "pulse" to make
sure its "live" - you may be able to have a utility at the SOAP level,
that checks if the SOAP server is available and live - and run that
on a kron - say once every couple of hours....

I don't think so... imagine your partner's ebxmlms system is from
another vendor, the only way you can assure it's working is that it
receives your message correctly. :-)
