[ebxmlms-general] Import and enforce CPA on a server?

I have installed and tested Hermes on a server on which I hope to
receive messages asynchronously.  In order to do this I need to be able
to enforce a CPA my trading partner has sent.  How do I import this into
the server or configure it to enforce it?  According to your website
this shouldn't be hard:

"In addition to secure and reliable messaging functions, Hermes supports
the concept of 'quality of service' by respecting in-force agreements
between itself and any other ebMS-compliant MSH with which it
communicates. These agreements are expressed as CPA."

But I don't see anything in the documentation that shows me how to do
this.

Any help is appreciated.
