This sounds like it should do what I want, however, when the element =
<ToUrlResolver> is set, will it cause the Request object to resolve the =
<To><PartyID> element every time send() or sendReliably() are called, or =
will it only resolve the target MSH upon instantiation of the Request =
object (and persistently send messages to that MSH)?  Also, what is the =
parent of <ToUrlResolver> in msh.properties.xml?  I've tried putting it =
under <Config>.
