Newly created ext4 filesystem, with `flex_bg' option in /etc/mke2fs.conf, takes 28G (sic!) of volume size (as shown by df -h), versus 129M without this option.
Volume size is 2Tb. Filesystem was created with -m0 option (do not reserve space for root)
e2fsprogs 1.42.5
coreutils 8.14
linux 3.5.0

It seems that it was a kernel problem. With kernel 3.5.2 df displays used size correctly (129M).

You are correct, this was a kernel bug, not an e2fsprogs.
