The highest video format that is in my menu is NTSC 720x480. As I read in the forum, other are being told to select NTSC 1920x1080. I don't have that option. Please help?

Now I have another problem still centered around HD. If I save a project and then reload it later, all the menu's are reset to 720p, the text and buttons are huge, miss-aligned and half of it is off the screen. Select all and drag across doesn't work. Resetting the Menu to 1080p doesn't make the contents of the menu revert back to it's original size and location. I assume this is a result of the default size being set to 720p, but there is no option for 1080p HD in the default list (which is actually what my initial help request was about).

Yes, they are both checked. Unfortunately, when I click on Snipping tool, the resolution choices box closes, but this is the max. that is available.

What you are looking at is the "Default video format". It's limited to SD DVD resolutions.
Look at "DVD -> Options" to view your selected "DVD resolution".
Double-click a menu to view it's Property and see the reolutions.
