Can anything convert WEBM to VOB?

DVD Flick will usually convert MPEG, MP4, FLV, and AVI to VOB successfully, but I occasionally get stuttering video and misaligned audio.

DVD Flick does not recognize WEBM at all, and this has become a problem for me.

Does anyone have a converter that will turn WEBM to VOB directly? I can convert WEBM to MPEG, and use that with DVD Flick, but this is an additional, time-consuming step I'd prefer to avoid.

I've had suggestions to use Any Video Converter, but the tech specs do not mention VOB output (only VOB input).

I'm willing to pay for the software, provided the support is there and the feature set is worthwhile.
