We have just finished in April a Metadata Storage component in Duine for the European iNEM4U project (http://www.inem4u.eu/). Together with a REST-api we were able to demonstrate a recommender-as-a-service. This code is in SVN, but not yet in an formal release.
We have not developed new predictors, nor do we have plans to do so. The European project MyMedia (http://www.mymediaproject.org/) has done research on new and advanced prediction algorithms, based among others on matrix factorization. You may be able to develop your own predictors based on their ideas.
