which environment are you using. try to delete the appdata/roaming/io.duckle.app/ folder completely and then redownload and try.

I am running this in Mac OS. I checked for application folders (hidden folders enabled) in my user directory. Could not find a similar folder to delete.

Okay.. the real dir is ~/Library/Application Support/io.duckle.app/. The "didn't become ready within 30s" on macOS is very likely the llama-server binary lacking the executable bit / being Gatekeeper-quarantined after download.
I will check this more precisely. Please wait till the next release of today.
