We should add UTF8 support -- that seems possible, as Windows32 supports UTF16 (*W functions) and UTF8 <-> UTF16 conversion is quite easy. Windows16, as far as I know, has no Unicode support, so the conversion should be by dtelnet itself between unicode and win1252 (win1250, ...)
On the other hands, sometimes win16 binaries are still downloaded -- intentionally or accidentally, I cannot tell.
