[Dtddoc-develop] Using full path in the DTD url

I just noticed that the URL includes the full path under
src/main/resources to the DTDs.  (I'm referring to the
'org/apache/tiles/resources' part.)

What would be involved in pulling all that up to:
   http://struts.apache.org/struts-sandbox/tiles/tiles-core/dtddoc/tiles-config_1_2.dtd.html
?

For example, our TLDs are in src/main/resources/META-INF, but the
Taglibdoc plugin puts the generated files at
http://struts.apache.org/struts-sandbox/tiles/tiles-core/tlddoc/index.html
