A logger for checking op activity on hub that checks when a operator made a command ex. kick ban etc

Result might look like this

1. <name> last command issued: 2 weeks ago
2. <name> last command issued: 5 minutes ago
2. <name> last command issued: 3 hours ago

This is to sort out operators that isn't to active
