Dropline GNOME 3.28 release notes and work in progress.

Target system: Slackware Linux OS 15.0
Target archs: x86-64, i686

Important to know is that this release will have a lot less packages replaced from the core slackware, this because
we have some good components already in, like latest gtk, python3 and some other stuff.

• Should we skip adding PAM ?
• Wayland support ?
