the tarball link on the download page, when used, produces a gigabyte+ file which gets an unexpected end of file when expanded.

Are you talking about this tar ball?
It works for me, under Windows 7, using WinRAR. Size after unpacking is 12,337,099 bytes.
Have you tried downloading the file again?
I did it twice and got different size files, both of which gave the end of file error.
I don't think there's anything we can do to fix that. SourceForge automatically generates that page, the link, and the tar ball. Maybe SourceForge support can help? p.sf.net/sourceforge/support
That tar ball contains the entire Subversion repository. Is that really what you need?
Can you access the repository using svn instead? See
it may be relevant that svn checkout (which I was trying to avoid) does not work either.
