Initial Comment:
When you try to open a file which does not exist,
DrJava should give you the option of creating a new
file with that name.  Emacs does this, for example.

Story: I want to write a new program in a file called
"Foo.java".  I click on "Open" and type "Foo.java". 
DrJava responds, "The file 'Foo.java' does not exist. 
Create it? (Yes) (No)".  I click "Yes".  Now I have a
blank file in the definitions window whose name in the
file list pane is "Foo.java".

Note: this should happen only on a "file not found"
exception, not other IO exceptions like incorrect
permissions, etc.
