AFAIK, R200 (and R100) can't do all of GL_ARB_texture_non_power_of_two. 
  That extension just lifts the power-of-two restriction on texture 
dimensions.  For non-power-of-two textures, mipmapping and all the 
existing texture wrap modes must be supported.  Only very recent 
hardware can do that.
