No, you use the radeon driver (7500 is a original radeon r100 derived chip). Thus, you need RADEON_NO_TCL=1. These problems are fixed since quite some time though, you could install a newer snapshot: http://dri.sourceforge.net/cgi-bin/moin.cgi/Download You won't get the high-quality textures though (nwn will always use the lowest quality set if you lack the s3tc extension), for this you'd need an inofficial (source) patch, applied to cvs, and rebuild yourself...
