Drawj2d 0.4.0 released

This is the initial public release.

Drawj2d currently supports lines, points, circles, arcs, arrows, dimension lines and labels. Font, color, line width and line type (solid, dotted, dashdotted) can be set. Parables and splines are not supported.

Supported output formats are:
- vector formats: pdf, svg, eps, emf
- intermediate format: tikz
- raster image: png, bmp
