#1163 User should not be allowed to create image files

Using version: 0.4.11 r5663

The user should not be allowed to create image files in the file manager, the user should only be allowed to upload image files.

How to replicate:

1) Login to drake cms
2) Go to Components > File Manager
3) Click on new
4) In the file name put test.png
5) Click on save
6) Find test.png and click on it
7) No image displays as expected

So, i come to the conclusion that there is no point for the user to be able to create new image files (ie. png,jpg,gif etc) so if a user specifies the file name as something like test.png the file manager should bring up an error similar to this "You cannot create a new image file.".
