#32 no clocktooltip unless toolbar has focus

The clocktooltip that appears when you set the
clocktooltipform preference only appears when one of
the windows toolbars has focus.
.
1. Set clocktooltip
2. Restart the QSD
3. Click on its toolbar grab bar
4. Hover mouse over QSD - tooltip appears
5. Click on an application (eg. Internet Explorer)
6. Hover mouse over QSD - tooltip does not apper

I'm running Windows 2000 Pro SP2.

If there's a workaround for this I'd really appreciate it, as I like
the "save-the-screen-real-estate-hide-windows-clock" feature.
But this focusing requirement beats the purpose.

Also, as a possible enhancement, double-click on the QSD
may be assigned to showing up the date-time control panel
applet, as it works on the regular start-bar system tray's time.
I've ended up changing search.htm like the following to
achieve a similar reaction:

(multiline ? '<textarea ' : '<input ')
[...deleted...]
+ 'oncontextmenu="return showcal();" '
+ 'ondblclick="return run(\'timedate.cpl\');" '

I realize this kinda beats the flexibility of showing the
calendar using either right-click, or double click, but
personally I'd think it's a better usage of "clicks"! :)

I think this is default Windows behavior, even if I agree it's not great for end-users.

I think we should close this, but see if we can find a better way of hinting at the time.

The double-click wish is interesting, maybe we could make that into a feature request, and look into it?
