#307 Invalid manifest file does not stop process

When an invalid manifest file is chosen for a transfer job then the system currently proceeds through all the steps with the Read Manifest Step stating "0 data objects successfully loaded from manifest". This should not happen. Any manifest that is invalid or has no data objects should result in an error at the Read Manifest Step.
