#306 Use pre-quarantine output Carrier ID to identify carrier location at the post quarantine step

Output carrier at the pre-quarantine step is given a ID.
When you start the post-quarantine step, DPR asks to enter in the Output carrier location. This is the location that was the output carrier at the pre-quarantine step.
Instead of calling it output carrier at the post-quarantine step, it would be better if we could use the carrier ID as the label.

With the removal of virus scanning in DPR as part of rfe-#317 quarantine is no longer done and thus this change is no longer relevant. Closing.
