#298 Database user permissions

Set up default settings to use a seperate database user with only the necessary permissions needed when running dpr rather than using the postgres database user (superuser). Also the create_dr.sql, create_qf.sql and create_pf.sql scripts should also be renamed as they do not actually create the databases.
