Just unzipped the archive to my dropin folder.
Saros is not loaded !
The current folder layout is violating http://help.eclipse.org/indigo/index.jsp?topic=%2Forg.eclipse.platform.doc.isv%2Freference%2Fmisc%2Fp2_dropins_format.html

All went fine.
Should this be added to pre-release testing?

Michael, what happened?

There is an internal ticket for that. With the actual issue fixed, this is one of the next things to work on for Michael and Arsenij.

I have tested the very drop-in from https://sourceforge.net/projects/dpp/files/Saros/DPP%2013.3.22/ on Helios and Indigo with a Debian's eclipse.
It was also the building environment. Perhaps the problem is OS related.
And all went fine simply by unzipping to the dropins folder.
Restarting is always suggested on new drop-ins
"It was also the building environment" -- did you make sure, that the Eclipse you used had no Saros pre-installed? Otherwise you won't be able to see the effect of the dropin, because Eclipse simply uses the Saros installed via the update site.
Ok it seems to be a problem, when you deinstall Saros, quit Eclipse and then just upgrading your dropin folder.
But at least we should test if the recommended dropin folder layout works as well
and so make some internal changed in the folder layout of the dropin archive.
