#229 login problem with some locales

It is impossible to log in to a dotProject site with a
localisation having accented characters in the
translation of 'login'. The login button's value (its
text) is checked against the localised string, but the
latter is encoded and contains HTML entities instead of
accented characters. The result is an error message:
"You have chosen to log in using an unsupported or
disabled authentication method...". The patch fixes
this by comparing to an unencoded string.
