#44 drugCreateRevision fails if only SCs are modified

If substance classes is the only change to the AI no field in AIR changes. The validation code throws an error if no field in AIR is changed.

proposed solution:
Split AIR creation and AI edit in controller code. drugCreateRevision changes drugModify. A new revision is created as needed. substance classes and brand names are handeld separately.
