#126 DOSBox does not conform to the XDG Base Directory Specification

please consider conforming to the XDG Base Directory Specification: https://standards.freedesktop.org/basedir-spec/basedir-spec-latest.html

The configuration file for DOSBox is currently stored in $HOME/.dosbox but it should really be stored in $XDG_CONFIG_HOME/dosbox/ and should default to $HOME/.config/dosbox if $XDG_CONFIG_HOME isn't set.

Following this specification allows users to easily back up all their configuration files and data, while at the same time preventing cache data to be backed up.
